It varies. If he was talking about a plan for just ONE person, it varies between 4000-6000, which might make his statement true. But because he doesn’t specify if he is talking about a plan for ONE person, or a plan for a family, it would make his statement false(or almost a lie, at least). Plans for entire family range in 12,000-14,000, which would make McCain lying with this statement.
